Steam XP SP3 loading issue fix

Basically if you have an issue with steam not running properly but running silently in the background then all you have to do is delete one of your registry keys HKEY_LOCAL_MAHCINE\\SYSTEM\\CurrentControlSet\\Con trol\\Session Manager\\Environment the type is "REG_DWORD"

just go through regedit and follow that route and delete the key with type REG_DWORD and boot up steam once more
